Kimley-Horn has provided multiple services to Sky Harbor International Airport for a number of years , including facilities assessment , runway / taxiway reconstruction design , airfield lighting upgrades , airport signage plans , modifications of nearby traffic interchanges , and the design of a communication network to improve the IT infrastructure at the airport . The firm provided planning , design , and construction support for the automated Sky Train from inception through the final Stage 3 construction ; system analysis , design plan and functional specification prep for the airport ’ s integrated parking revenue control / license plate recognition system ; and communications system design to accommodate other parking expansion with pay-on-foot stations , express exits , and garage construction . Kimley-Horn also served as the program manager for the planning and design of an enterprise GIS , participated in the Comprehensive Asset Management Plan ( CAMP ), designed an ILS Upgrade , and led the Terminal 4 and Rental Car Center Simulation Analysis .
