First Day at the Capital
Prior to this there were dinners with the Board of Governors , the Legislative Committee , and a select few legislators . The event opened a format that would include inviting all members to participant in an educational program so that members could be aware of the importance of pending legislation . It allowed us to invite a much larger number of legislators and state officers to meet their constituents at the Capital . It was followed by an evening social where members and legislators could meet and socialize .

Legislative issues of the 1979 session included the passing of the Kansas Tort Claims Act . It was a new state law proposed to deal with the tort liability of state and local units of the government , affecting public policy actions as well as local finances . Also passed was the Kansas Workers ’ Compensation Act . This allowed for some major changes in the original Act . Both of acts went into effect on July 1 , 1979 . In all , Kansas Legislators passed a total of 16 bills involving the State Insurance Industry this session .
M . Jay Wannamaker Kansas ’ Second National President of NAIA
M . Jay Wanamaker was president of the association in 1967 . Jay graduated from the University of Kansas in 1934 . He served 2 ½ years as a Combat Intelligence Officer in Work War II with the Air Force in Africa , Sicily , Italy , and Southern France . He was discharged in 1945 with the rank of Major . He was a member of the reserves for 28 years and retired as Lt . Colonel . Jay joined his brother Bill at the Wanamaker Agency in 1950 . In 1964 , Connecticut General Life Insurance Company honored them with the Award for Outstanding Service to Clients .
In 1968 , Jay was named “ Insurance Man of the Year ” by the Topeka Insurors . He served Kansas as the State National Director from 1968-1971 .
Jay was elected to the National Executive Committee in 1971 and served until he was elected the president of the National Association of Independent Insurance Agents in 1975 . Jay is the second Kansan to receive this honor .
In 1975 , his son Stephen joined the family firm . Stephen later became president of the Kansas Association in 1986 . Jay died on June 9 , 2004 .
