JT: Let’s talk about La Victoria, for example, which is the
biggest prison of the country and still continues to be directed
with the traditional system. Which is the goal? JT: Hablemos de La Victoria, por ejemplo, que es la cárcel
más grande del país y que sigue siendo dirigida bajo el sistema
tradicional. ¿Cuál es la meta?
YP: We are working so that all prisons will be managed according
to the new model.
La Victoria is the Achilles heel of the human rights in the Dominican
Republic.
To solve the problem of La Victoria we have to build a
penitentiary city because there are more than 8000 inmates there.
And, preferably, we will have to build that city in another place,
or build several penitentiary complexes with the capacity to take
in from 780 to 1000 people each. We are working to eliminate
the overcrowding, the Dominican people don’t deserve to have a
prison like La Victoria and like those traditional prisons.
The Dominican Republic has advanced a lot, we are living in
a Welfare, Democratic Rule of Law State which has improved
its international image, and the new penitentiary model is
recognized in many corners of the world, in various continents.
The United Nations have decided, on more than one occasion,
that the penitentiary model of the Dominican Republic – as Don
Elias Carranza says “the Dominican penitentiary miracle” – is
acknowledged to be the best for Latin America. YP: Se está trabajando para que todas las prisiones sean gestionadas
según el nuevo modelo. La Victoria es el talón de Aquiles de los
derechos humanos en la República Dominicana.
Para resolver el tema de La Victoria hay que construir una ciudad
penitenciaria porque ahí hay más de 8000 privados de libertad.
Y, preferiblemente, hay que construir esa ciudad en otro lugar,
o construir varios complejos penitenciarios con capacidad para
acoger de 780 a 1000 personas cada uno. Estamos trabajando para
eliminar el hacinamiento, el pueblo dominicano no se merece tener
una prisión como La Victoria y como esas cárceles tradicionales.
La República Dominicana ha avanzado mucho, vivimos en
un Estado Social y Democrático de Derecho; ha mejorado
su imagen internacional y somos reconocidos en muchas
latitudes del mundo, en varios continentes, por el Nuevo
Modelo de Gestión Penitenciaria. Naciones Unidas ha decidido,
en más de una oportunidad, que el modelo penitenciario de la
República Dominicana – como dice Don Elías Carranza “el
milagro penitenciario dominicano” – es reconocido como el mejor
para América Latina.
JT: With the investment that it demands, is there willingness
from the Dominican Government to do this transformation, in
the prisons that still haven’t taken on the new model? JT: ¿Con la inversión que exige, hay disposición de la parte
del Gobierno Dominicano de hacer esa transformación, en las
cárceles que todavía quedan fuera del nuevo modelo?
YP: I believe that there is willingness from the Government, but not
all the support. It is the Government that has to decide to conclude
the reform, however, it requires a bigger demand on the country’s
sectors and a better understanding.
It is a big investment that will cover itself when it accomplishes
lowering the reoffending rates of more than 60% to less than 5%...
It will be saving lives and avoiding that organized crime and the
drug mafia takes control of important sectors of the society. YP: Creo que sí hay disposición del Gobierno, pero no todo el
aporte. Es el Gobierno que tiene que decidir concluir la reforma,
sin embargo, requiere una exigencia mayor de los sectores del país
y una comprensión mayor. Es una gran inversión que se cubre ella
misma cuando te logra bajar la reincidencia de más de un 60%
a menos de un 5%... Se estarán salvando vidas y evitando que el
crimen organizado y el narcotráfico se apoderen de importantes
segmentos de la sociedad.

JT: Do the facilities of the new model offer the necessary security
of the most dangerous inmates? JT: ¿Los establecimientos del nuevo modelo ofrecen la seguridad
necesaria en los casos de reclusos muy peligrosos?
YP: Yes. The big criminals, the big cases of organized crime,
drug trade and the notorious cases – although not necessarily
being a highly dangerous person –are send to the new model by
the prosecutors and the judges because we have a better control
of communication and an extraordinary reduction of cellphones.
Only occasionally do we find mobile phones; the mobile phones
that are used to communicate with family – which is an inmates
right – belong to the facility. In some cases usage of computers
is allowed for tasks to be performed for the university. There are YP: Sí. Para los grandes criminales, los grandes casos de crimen

necesariamente la persona sea de alta peligrosidad – regularmente
los jueces y los fiscales los envían al nuevo modelo porque nosotros
tenemos un mayor control de las comunicaciones, una reducción
extraordinaria de celulares. Solo ocasionalmente le encontramos
teléfonos móviles; los teléfonos móviles que usan para comunicarse
con su familia – que es un derecho de ellos – son de la institución.
