the national commitment to global planning , involving the SDGs and NUA , to ensure that planning is always relevant by prioritising planning principles that are comprehensive or ‘ no one left behind ’.
The draft KLSP 2040 sets the direction of Kuala Lumpur ’ s development that aims for balance in urban planning and addresses the challenges faced . It will also integrate longterm land use with infrastructure and transport planning , the provision of affordable housing , future employment , public facilities and recreation to meet the needs of residents , in addition to improving the quality of the environment and urban public space .
One of the important factors in the planning of a city is its population . The population of Kuala Lumpur grew from 1,674,800 in 2010 to 1,795,200 in 2018 and is estimated to reach 2,354,400 in 2040 with an average annual population growth rate from 2018 to 2040 of 1.05 %. The population aged 65 and over is expected to reach 17.3 % in 2040 , up from 6.7 % in 2018 , making Kuala Lumpur a city with an ageing population . In addition , the household size also decreased to 3.87 persons in 2018 compared to 4.28 persons in 2010 . The household size is estimated to continue to shrink to 3.0 by 2040 . Slower population growth , an ageing population structure and smaller household size are challenges that Kuala Lumpur needs to address in policies , strategies and initiatives in the future .
In line with the ‘ City for All ’ Vision , the draft KLSP 2040 sets the direction of Kuala Lumpur ’ s planning through the formation of six goals , 21 strategic directions and 72 actions . The set goals are based on the 17 SDGs to ensure that Kuala Lumpur will develop in an inclusive , sustainable and equitable manner .
All the strategic directions and actions in the draft KLSP 2040 are translated into two forms of Management Plans , namely Urban Management Plan and Spatial Management Plan .

ensure that Kuala Lumpur ’ s economy will continue to grow and be competitive in line with the current changes and circulation of the economy by 2040 . Future economic prospect planning will emphasise three new economic activities , namely the Sharing Economy , the Digital Economy and the Creative Economy .
2 . Inclusive and Equitable The focus here is related to the provision of housing , especially affordable housing to ensure that Kuala Lumpur achieves an inclusive and liveable community for all sections of society . In addition , Kuala Lumpur will use a more innovative and integrated approach to address the challenge of site availability in meeting the needs of community facilities , especially in high-density areas .
3 . Green , Healthy and Vibrant The focus is related to aspects of nature , which will be emphasised to ensure environmental quality and Kuala Lumpur
