The first local plan for Kuala Lumpur named the Kuala Lumpur City Plan 2020 was gazetted on October 30 , 2018 .
Importance of Kuala Lumpur Development Plan
Development in Kuala Lumpur needs to ensure its spatial planning as well as other components are in line with global commitments such as the Sustainable Development Goals ( SDG ) and the New Urban Agenda ( NUA ) by the United Nations .
The Development Plan is a document that is easier for the public to understand and plan for a more holistic development , and focuses on human settlements that are inclusive , safe , resilient and sustainable .
Among other things , the Development Plan is important :
1 . To create interaction between Kuala Lumpur City Hall ( DBKL ) and Kuala Lumpur residents who are directly involved in development .
2 . To ensure people who live and work in Kuala Lumpur get balanced access to facilities and needs to fulfil a healthy , safe and quality life .
3 . To serve as a reference for stakeholders or any interested parties such as investors , city dwellers and visitors to better understand future aspirations and how to achieve them .
4 . To give the community an opportunity to get involved and contribute to planning and development of Kuala Lumpur . This is important to foster a sense of love for the city . The people of Kuala Lumpur are also the social capital of the city .
5 . To help the Government make plans for the provision of basic needs of the population such as affordable housing and other related facilities .
6 . To ensure the development control process is more transparent .
7 . To improve the service quality of DBKL and promote Kuala Lumpur internationally .
8 . To guide decision makers in planning , administering and managing the city in line with the strategic direction of planning and development that has been set .
9 . To support the Government ’ s efforts in the branding of Kuala Lumpur as a global city with development initiatives that include transport , housing , trade , tourism , etc .
Public Involvement in the preparation of the Kuala Lumpur Development Plan
Public involvement is in line with the declaration of the 9 th World Urban Forum ( WUF9 ) to promote the implementation of the NUA framework as a driver to achieve sustainable development . This declaration encourages the participation of all parties including youth , elderly and the disabled in the preparation and decision-making in Kuala Lumpur ’ s development plan .
DBKL needs input from all parties so that the plan meets the aspirations of all parties . Provisions in the Federal Territory ( Planning ) Act 1982 , Act 267 also gives the public the opportunity to get involved . Public participation is one of the most important processes in urban planning to ensure that the development plan and meet the wishes and views of the public .
The public and stakeholders will be given a broad understanding of the development plan using various medium such as exhibitions , websites , mass media , billboards and electronic billboards , briefing sessions , and social media such as Facebook and Instagram .
Kuala Lumpur Structure Plan 2040
DBKL is planning to gazette the Kuala Lumpur Structure Plan 2040 ( KLSP 2040 ). The draft KLSP 2040 has set a vision to make Kuala Lumpur a ‘ City for All ’. This vision is in line with planning principles that place the community as the main focus in city planning .
