Planning and developing Kuala Lumpur as the capital of Malaysia and a global city requires a clear vision that is shared by all stakeholders . This vision is important to provide direction and a uniform understanding by all parties including traders , investors , professional bodies , Governmental and non-Governmental organisations .
Planning is based on the components of the Development Plan system in accordance with the provisions of the Federal Territory ( Planning ) Act 1982 ( Act 267 ). This Act requires the Mayor to prepare a Development Plan to guide development in Kuala Lumpur . This Development Plan contains two components namely the Structure Plan and the Local Plan .
What is a Structure Plan ?
A Structure Plan is a written statement that contains general goals and objectives , policies and recommendations related to development , land use , social , economic and physical planning as well as traffic management . This written statement is accompanied by diagrams , explanations and descriptive materials to help understand the policies and proposals presented .
The Structure Plan does not show or determine in detail the use of each piece of land in the plan area . Detailed physical proposals will be included in the next stage of the development plan , namely , the Local Plan .
The Kuala Lumpur Structure Plan 2020 ( KLSP2020 ), which is currently in use , was gazetted on November 4 , 2004 .
What is a Local Plan ?
The Local Plan provides the citizens of the city with a more comprehensive and detailed future perspective . The Kuala Lumpur Local Plan translates the goals , strategies , policies and recommendations of the Structure Plan by defining
