of a K-12 virtual school, an online alternative
education program, and a summer credit recovery
and enrichment program.

Dr. Taylor earned a Doctorate of Education from the
University of Pittsburgh, and his Superintendent’s Letter of
Eligibility from California University of Pennsylvania. He has
earned two Master’s Degrees from Duquesne University
— one in multimedia technology and another in school
administration. Dr. Taylor earned a Bachelor’s Degree in
Education from Edinboro University.
Dr. William Kerr, Norwin School District’s Superintendent
of Schools since 2010, is retiring at the end of the business
day on June 28, 2019, concluding a 42.3-year career
in public education and 25 years as a Superintendent
of Schools, which includes one-year as an Interim
Superintendent.
Dr. Kerr and Dr. Taylor have been working together
with the Norwin Administrative Team to ensure a smooth
transition during the spring.
Dr. Taylor and his wife, Cyndi, reside in Ross Township.
They have one elementary aged daughter.
Norwin School District educates approximately 5,300
students in Grades K-12 at seven Norwin school buildings.
