Multi-State Identity Theft and Credit Card Fraud
Between July and October 2025, Millcreek police investigated three fraud cases in which victims’ credit and debit card information was stolen and used to obtain cash advances at local banks, totaling $ 13,500. The suspect used counterfeit IDs under assumed names and reprogrammed credit cards loaded with stolen account information. She traveled repeatedly through Indiana, Michigan, Ohio, and Pennsylvania, targeting banks along her route.
When bank surveillance cameras failed to capture the license plate on one of the rental vehicles, Millcreek investigators turned to Flock. By querying cameras near the bank, detectives identified the exact vehicle she was driving that day, closing an evidentiary gap traditional surveillance couldn’ t bridge.

Repeat Retail Theft Across Multiple Locations
In early 2026, Millcreek police
received a report of retail theft at a
local retailer. Investigators used
Flock LPR data to identify a suspect
vehicle, then linked the same
suspect and vehicle to two
additional theft incidents at
separate local retailers, incidents
that had initially been logged as
unconnected cases.
Combined, the three cases involve
more than $ 3,000 in stolen
merchandise. Charges have been
filed and additional charges are
forthcoming, with investigators
exploring a possible organized
retail crime connection. Without
Flock, these cases likely would have
remained open with no active leads.
Still Growing, Already Working
Flock is still relatively new for
Millcreek investigators, and
department-wide training is
ongoing. Even so, the technology
has already produced actionable
leads in multiple cases that
previously would have gone inactive.
More than 20 Pennsylvania law
enforcement agencies, including PA
State Police, Allentown PD, and
Bethlehem PD, are already using the
platform, with documented results
including faster arrests and reduced
vehicle theft rates. For Millcreek
residents, the program represents a
