If you’ ve driven along Millcreek Township’ s main corridors lately, you may have noticed small solar-powered cameras mounted near intersections. They’ re part of the Flock Safety License Plate Reader( LPR) network, a technology that has become one of the most effective tools in the Millcreek Police Department’ s investigative toolkit.
License plate readers capture images of vehicle plates on public roadways, logging the plate number, time, and location. When a stolen vehicle is entered into a national database, or flagged on a local hotlist, officers receive an instant alert if that vehicle passes a Flock camera. That real-time intelligence is changing how quickly police can respond, and how effectively investigators can build cases after the fact.

Every search is tied to a registered officer ID and documented offense type, creating a permanent audit trail.
Privacy protections are built in. Flock cameras photograph only the rear of vehicles and use no facial recognition. All data is automatically deleted after 30 days by default, stored with end-to-end encryption on government-grade servers, and owned entirely by the township. Millcreek controls what, if anything, gets shared with other agencies.
Flock’ s technology goes well beyond simply reading plates. Its“ Vehicle Signature” feature can identify vehicles by make, body type, color, roof racks, and toolboxes, meaning officers can often locate a suspect vehicle even when a plate isn’ t visible.
Flock encourages all agencies to conduct regular audits to help ensure the system is being used appropriately and in accordance with policy. In the future, Flock will also introduce proactive auditing features designed to identify and flag potential misuse.
