7 . A Project Labor Agreement ( PLA ) shall be entered into between the Developer and the Pittsburgh Regional Building and Construction Trades Council for the construction of the new development at the former Borough Building Site
As you can see , these outlined goals are precise and clear . Unfortunately , not everyone must have read the past edition of this magazine that mentioned these or attended ( or watched ) the Council meeting when these objectives were discussed . This is understandable ; however , rather than contacting a Borough Council member , or simply contacting me for the information , some would rather gossip and make up theories that rival the best Tom Clancy fictional novel . To help convey what is happening with this exciting project , I will answer some of the rumors / questions that I have heard in the format of Snoops . com .
1 . I heard the Borough sold the property to a friend of a councilman for $ 1.00 . FALSE
The Borough advertised for the purchase and development of the property per the above-mentioned criteria . The Borough only received one bid from a developer who proposed construction and development in accordance with the above criteria . The bid was for $ 1.00 . Borough Council rejected this bid during the Council Meeting on March 20 , 2023 .
2 . I heard the Borough is going to sell the property to someone who is going to turn it into a parking lot . FALSE
After the Borough rejected the $ 1.00 bid , Borough Council decided to maintain ownership of the property . Council was advised that by maintaining ownership of the property , Borough Council would have control on what kind of development for the property .
3 . If the Borough maintains ownership , then the property will not generate any property taxes . FALSE
Since the property will not be used for municipal purposes , it will be subject to County , School District , and Borough property taxes .
4 . If the Borough is not selling the property , then what kind of development will occur on that property ?
The Borough is currently negotiating with the developer , who was the only developer that had shown

interest in this property when they submitted a proposal to purchase and construct a mixed-use development . The Borough is working with its special legal counsel to prepare what is called a land lease . The developer is proposing to construct an estimated $ 15 million mixeduse development that will include approximately 30 market rate apartments , over 40 parking spaces and 8,000 sf of retail space . The developer will be solely responsible for the construction , operation , and maintenance of the building . The developer will have a lease payment to the Borough . The Borough will in turn pay the associated property taxes to the County and School District based on the assessed value of the final development .
As you can see , not only will this new development be another grand project for the Central Business District providing higher end housing , public spaces , and retail space ( ideally restaurant space ), but it will also generate tax revenue on what was once a nontaxed parcel for 100 years . In addition to property taxes , the individuals and / or families that move into this property will generate earned income taxes as well as support this areas ’ businesses , school district , and become a part of the community .
