By this time , you should have received your School District Real Estate Tax Bill . The checks that you will write should be payable to Fay K . Boland , TC . This bill is blue , and unlike your Borough Real Estate Tax Bill , this has three parts . This is because the School District offers an installment payment plan for your taxes . The installments are due 8 / 31 , 10 / 31 and 12 / 31 , respectively . If you have not received your tax bill , please email me at taxcollector @ donnelly-boland . com and I will send your bill back to you electronically .
Also , if you have not yet paid your Borough Real Estate Tax Bill , it is now due at Penalty . This bill was mailed in March . As you may be aware , I am an elected Tax Collector and my duties consist of billing the taxes and collecting the current year taxes only . Once I close out a given tax year , I must send the uncollected taxes to Jordan Tax Service , and I am no longer allowed to collect any unpaid taxes that year . That being said , if you are unsure if you paid your Borough Real Estate Bill , please ask when paying your School bill .
The most recent issue that has come to my attention is increased assessments . If you buy a home in the borough and the assessed value is significantly less than the amount you paid for the property , you will receive a notification of an assessment appeal . Since the assessment amount is based upon the market value , the best way to understand the market value is by what a person is willing to pay . I have seen assessed valuations go up from 25 % to 50 %, therefore raising the Real Estate taxes by 25 % to 50 %. Before you purchase a home , you may want to calculate your taxes by multiplying the purchase price by the current millage . You do not want to be surprised by a real estate bill that is twice as much as you were told by your real estate agent .
I also do not set the amount of taxes as they are set by the County ( assess valuation ) and either the Borough or School District ( millage ). Both the Borough and the School District have meetings to set that millage each year . The Borough usually sets their millage in December and the School District sets their millage in June . The amounts you pay for your taxes are based upon the assessed valuation multiplied by the millage .
If you have questions about your assessed valuation , you must contact Allegheny County ( www . alleghenycounty . us ), then go to property assessment . If you have questions about the millage , you should contact either the School District or the Borough of Brentwood to help you with those questions .
My office is located at 3730 Brownsville Road . We are only collecting at this time in person through the drive-thru . You may pay bills on every 2nd Tuesdays from 9:00 am – 12:00 pm or every 2nd Thursdays from 1:00 pm – 3:00pm until October 31st .

NEW REFUSE VENDOR COMING IN JANUARY
During the July 17 , 2023 Public Council Meeting , Brentwood Borough Council awarded the 2024-2028 Refuse Contract to Westmoreland Sanitary Landfill , LLC . The SHACOG Joint Refuse Contract is one of the largest in the Commonwealth . Nineteen ( 19 ) municipalities and one ( 1 ) municipal authority participated in this bid . The bids were publicly opened on June 5 , 2023 . Only two companies submitted bids . Waste Management of Pennsylvania , Inc . and Westmoreland Sanitary Landfill , LLC .
Borough officials opted for the traditional collection method rather than trying to implement an automated collection method which would more than likely be a challenge given the nature of the Borough ’ s streets and neighborhoods . As such , the bid results for the traditional weekly collection methods and bi-weekly recycling as well as offering residents the means to dispose of household hazardous waste were as follows :
Westmoreland Sanitary Landfill = $ 6,965,517.00 Waste Management = $ 7,922,901.90

A difference of $ 957,385 over the five ( 5 ) year life of the contract . As mentioned in a previous article , the increase in refuse collections is occurring nationwide , not only in Allegheny County or Pennsylvania . Increases in operating costs , regulatory costs , and personnel costs are the largest factors contributing to these increases . Although the Borough has not yet set the price for refuse collection for 2024 , it is anticipated that the rates could increase from $ 21 / month to $ 29 - $ 31 / month , an approximate 43 % increase for 2024 . The following four ( 4 ) remaining years of the SHACOG Refuse contract include a 9 % increase each and every year . It should be noted that the Borough ’ s refuse fees have only increased by $ 2.00 / month since 2018 when they were established at $ 19 per month .
Trash removal dates will not be altered , and recycling services will continue to be provided once per two-week period and will include the return of glass recycling .
