The Borough is governed by seven elected Council members and a Mayor . The Mayor is elected for a 4-year term ; Council members are elected for 4-year overlapping terms . There are no term limits in Baldwin .

MANAGER ’ S MESSAGE
As you may have seen in the news over the past year or so , major changes are underway in the solid waste and recycling collection industry . A rise in labor costs , increased equipment and fuel prices , and a shortage in labor , have led waste collection companies to significantly raise their prices . In addition to rising costs , the scope of service is also changing as waste removal companies shift to fully automated collection methods . Automated collection utilizes the truck to pick up and empty the trash / recycling bin , which lessens costs associated with labor , such as workers compensation , making it a more desirable option over manual collection . We utilize automated collection for our recycling pick up in the Borough , which is why residents were provided a recycling container back in 2020 . We will move to automated collection for trash pick up at some point next year as well .
We are currently working with the South Hills Area of Governments ( SHACOG ) to ensure that we obtain the best possible rates on our new solid waste / recycling contract , which will begin on January 1 , 2024 . Unfortunately , a cost increase and service changes are unavoidable . Details on our new contract will not be finalized by press time for this magazine , so I can ’ t provide specifics on the changes just yet . However , we have already begun formulating a plan to roll out the information to residents as soon as it becomes available .

While well intentioned , community groups on social media are not usually the best places to find factual information which can lead to confusion and frustration . If you have a question that isn ’ t answered by the information that we post , give us a call or send an email and we can answer your question directly .
As Summer comes to a close , I would like to wish the students of the Baldwin-Whitehall School District a safe , successful and enjoyable 2023-2024 school year ! Please remember to stop for school buses and follow safe speeds in school zones so that we can keep our students safe !.

POLICE OFFICERS
In June , we announced our next test for entry-level police officers . Applications are now being accepted for the testing process , which includes a physical agility test , a written examination , and an oral examination . Applications are due by August 31st . We are looking for well-rounded , motivated candidates that are looking to join an internationally accredited police department . Prior completion of PA ACT 120 is no longer a prerequisite , provided the candidate has a 4-year bachelor ’ s degree . A career in law enforcement is a calling , and we are calling you !
