The average total response time is calculated based on the time between the first and second unit arriving on scene , for a structure fire . The two-in / two-out standard is a safety precaution that helps decrease the risk of injury and death for fire fighters . It ensures there are at least two firefighters outside during an interior structural fire , prepared to enter , if necessary , to rescue the firefighters inside . In FY2013 , the average was one minute twenty seconds .
