New Effectiveness KPI for FY2012 The Arlington Emergency Medical System (AEMS) is comprised of the Arlington Fire Department and American Medical Response (AMR). As a critical piece of the Department’s Strategic Plan, three AEMS Utstein Survival KPIs were added in FY2012. The first measures the time a call for service is received at the 9-1-1 Dispatch Center until the first AEMS unit arrives onscene and at the patient. The second measures the AEMS time interval between arrival at the patient and the time CPR is begun. The third measure is the percent of cardiac arrest survivals meeting the Utstein Survival criteria. FY2012 AEMS Utstein Survival Average Elapsed Times (H:MM:SS format) 48% of all Cardiac Arrests meeting the Utstein Survival Criteria survived in FY2012. Key Factors of the Utstein Survival Standard include: A witnessed arrest Cardiac Etiology An initial Electrocardiogram (ECG or EKG) of VT (Ventricular tachycardia) or VF (Ventricular fibrillation) Discharged from the hospital or transferred to another facility.
