Turn-Out Time
One of the key performance initiatives in FY2012
was implementing a system to track turnout time
by officer. Turnout Time is the elapsed time from
dispatch notification of an emergency until
departure by the apparatus. The notification from
dispatch may an audible alarm or visual
annunciation or both. A report was developed
and implemented with the assistance of a team of
AFD professionals. The report bridges two
different data systems: the Dispatch CAD system
and the Fire Record Management System (RMS).
Several versions were created to give AFD
management the ability to see a summary and
detailed turnout times by officer.

performance measure over
which Department members
have direct impact and control.
Our ability to quickly report to
response vehicles improves our
overall response time
performance. Response time
performance is critical in the
cases of flame spread,
hazardous materials release,
needed trauma treatment,
rescues, cardiac arrest and
many other kinds of
emergencies where seconds
count. AFD is prepared for
duty with a quick response out
of the station.
Our improvement in turnout
time is making a difference.
