Cooperation and Development—Celebration of the 20th Anniversary of the Government Loan Cooperation between the People’s Republic of China and the State of Israel Wuhu City Zhujiaqiao Waste Water Treatment Project (Second-Phase) of Anhui Province Zhujiaqiao Waste Water Treatment Plant, with an area of 23 hectares, is the first waste water treatment plant in Wuhu City, Anhui Province. It is located between the old town and the Wuhu Economic & Technological Development Zone, with a designed capacity of 450,000 tons/day in total catering for about 0.9 million residents in an area of 99 km². The project is planned to be implemented in phases, and the first phase was completed and put into operation at the end of 2006, with a capacity of 100,000 tons/day. The second phase of the project, with a capacity of 120,000 tons/day, was launched at the beginning of 2007. The total investment is was RMB 136.78 million, among which USD 8.5 million is financed by Israeli government loan, which had been allocated to the procurement and installation of equipment and instruments of the WWTP and the 3 pumping stations. The project has passed the environmental assessment and acceptance, and then was put into operation in October 2010. Wuhu City Construction and Investment Co. Ltd., the borrower for the project, is responsible for the repayment of the loan, which was fully utilized in the procurement and installation of the advanced WWTP equipment and instruments. The repayment period is 10 years (from 2010 to 2019), so far the repayment has b een well proceeded. The waste water treatment process of the project (including first phase and second phase) applies A2/ O technology. The treated water meets the standards of the First Class Type B of “Discharge Standard of Pollutants for Municipal Waste Water Treatment Plant” (GB18918-2002). The annual treated sewage amount is about 78 million tons, and the annual COD emission reduction amount is about 14,000 tons. Completion and operation of the project not only enhanced the centralized sewage treatment of Wuhu city but also plays an important role in protecting the ecological environment, improving the urban environment and living conditions, and boosting the economic development at the same time. 43
