The Environmental Scan (ES) would be necessary to analyse and assess the factors that have
an impact on establishments in the sector and sub-sectors together with their implications for
skills development and workforce planning. The ES is not expected to be a one-off exercise as
the assessment will be ongoing and based on evidence drawn from continued discussions and
periodical surveys with industry players. Key discussion topics would include:
1. The industry outlook and trends
2. Issues on the human capital needs of the industry and the qualifications cum skills
repercussions
The ES can serve as part of an “Early Warning System” to detect emerging business trends;
address labour market issues; and help to build a responsive and agile skill worker training
system to contribute to realization of the workforce requirements necessary for supporting
emerging growth scenarios.
