Lack of workforce development (i.e. training or upskilling
programmes) in the industry
• The culture of continuous learning and upskilling is currently
not wide spread in the industry as only about half of
employees provide training or upskilling programmes to their
employees
• Most of the establishments are not utilizing HRDF levy for
workforce training.
Attitude problem and lack of soft skillsets among fresh graduates
• Employers have highlighted attitude problem and lack of
discipline among fresh graduates. While technical skills are
important, soft skill and attitude are also highly emphasized
by employers.
• Problem solving skills, communication skills and ability to
work independently are perceived as the top skill gaps among
entry-level employees.

Overall, only about half of the surveyed establishments in the
PSA industry collaborate with educational institutions. Most
of these collaborations are focused on providing
internship/industry attachment while other forms of
collaborations are severely lacking.

While the export of professional services has been increasing
over the last few years, exports are generally dominated by
large enterprises. Therefore, local SMEs should be
encouraged to export their services to capture international
