Conducts engineering design utilizing currently accepted techniques and technical software for structural design of concrete structures and earth parameters for earthen structures . Finalizes the design on plans for construction and permitting purposes utilizing highly technicalsoftware .
Manages concurrently multiple multi-phased engineering and construction projectsState-wide for damand facility reconstruction and repair to ensurethat these projects are planned , designedand built in accordance withengineering standards andschedules and budgets established by this position .
Conducts field inspections of ongoing construction projects to ensurecompliance with engineering plans and specifications and design standards , and when unexpected conditions occur , evaluates problems and developsalternative solutions consistent with engineering standards .
Plans , develops , and implements a program to collect and analyze engineering data on state owned dams based on field inspections , field tests and operating records to evaluate the structural integrity and safety of dams .
Develops recommendations , cost estimates , budgets and priorities for dam repair and reconstruction based on engineering standards , data obtained from field inspections and historical records .
Manages and administers contracts regularly with dam facility construction contractors and , on occasion , with engineering consultants related to reconstruction and repair of state-owned dams and dam facilities in accordance withengineering standards .
Researches and recommends technical standards for the design , operation and construction of State-owned dams and other regulated dams , while also continually seeking to improve practices to add quality and value in support of the Department ' s mission while identifying and eliminating unnecessary or redundant actions .
Makes continuous and important contactswith other federal , State and localofficials , contractors andthe general publicrequiring explanation and interpretation of highly technical matters for the purpose of securing approval , acceptance , cooperation and support for various dam reconstruction , repair and maintenance projects and operating procedures .
