Looking after public safety in Charbonneau
As the name implies , the Emergency Preparedness / Public Safety ( EPPS ) Committee makes every effort to look after the public safety of Charbonneau residents . Feeling safe and secure in our community is another important aspect of our overall resiliency ! Here are some ways this committee strives to accomplish this important goal :
� First Response Security : Under contract with CCC , First Response provides evening security patrols of our residential streets and performs security checks on all of our buildings , the RV yard and marina . EPPS committee members and CCC staff meet with them quarterly to review issues and oversee their responsibilities . For more information on their services , see page 43 in your directory .
� Security and Safety Master Plan : This is an initial assessment of physical ( locks , keys , lights , fences , etc .), procedural ( written policies and procedures ), operational ( practices by staff and vendors ) and technological ( alarms , electronic access control and cameras ) elements of how the Charbonneau community is able to prevent , respond to and recover from various threats to our residents , structures and operations .
� Traffic Safety , Automobile , Cyclist , Pedestrian Improvements : In concert with the city of Wilsonville , the following areas are being reviewed :
� Repair of the speed sign at the east entrance
� Markings and signage for pedestrian crosswalks are being assessed and upgraded with the city of Wilsonville .
� Pathway Improvement Project / Initiative
� Neighborhood Watch Program : HOAs are being encouraged to institute the ‘ Observe and Report ’ Neighborhood Watch Program in coordination with the Clackamas County Sheriff ’ s Office . This highly effective program reduces vandalism , theft and crime .
� Neighbor Care Bulletins : cover everything from a major state of emergency declared by the state / county to tips on how to prepare for power outages . These are now posted on the CCC website : office @ charbonneaucountryclub . com . Click “ Emergency Preparedness ” under Staying Safe .
� HOA Captains ’ Communication Plan : When necessary ( severe weather / prolonged power outages ) EPPS may activate the network of HOA Captains , 110-plus volunteers , to check on residents ’ welfare . A group text link has been established to accomplish disseminating important information .
As you can see , our “ Big Committee that CAN !” strives to make Charbonneau ’ s public safety a priority . YOU can be a part of this important work . CCC residents have a wide range of skills and experience we can put to good use ! Are you CERT trained ? Have medical training ? Engineer ? Communications / radio expertise ? Security training ? If you think it ’ s a heart attack , call 911 right away
During American Heart Month , Tualatin Valley Fire & Rescue invites you to join us in raising awareness of the signs and symptoms of a heart attack and the importance of immediately calling 911 in the event you or someone nearby experiences symptoms .
Unlike a sudden cardiac arrest that strikes suddenly and includes a loss of consciousness , a heart attack can develop slow enough that you ’ re not aware you ’ re having a medical emergency . A heart attack occurs when the blood flow that brings oxygen to the heart muscle is severely reduced or cut off completely . Symptoms typically include : � Chest discomfort in the center of the chest that lasts for more than a few minutes or goes away and returns . It can feel like uncomfortable pressure , squeezing , fullness or pain .
� Upper body discomfort , such as pain or discomfort in one or both arms , the back , neck , jaw or stomach .
� Shortness of breath before , during , or after other discomforts .
� Other signs , including breaking out in a cold sweat , nausea , or lightheadedness .
The most common heart attack symptom for women and men is chest pain or discomfort . However ,

I ’ m Stephanie Holladay . My beau and I moved into the neighborhood about a year and a half ago and have found it to be a friendly and beautiful place to live . I have been a fitness instructor for 10 years , and currently teach BodyWorks , Circuit and Aqua Aerobics classes at other facilities in the area . I ’ ve been eagerly watching the construction of the new Activities Center and I ’ m pleased to announce that beginning in March Zumba is returning to Charbonneau !
I will be leading Zumba classes at the Activities Center on Tuesdays and Thursdays at 10:45am . Each class is one hour and as with all Zumba classes it ’ s “ learn as you go ”, meaning you dance right along with the instructor . No rehearsals , no tryouts , no partner needed - just a fun way to move your body to music and rhythms from around the world . Come dressed for exercise , bring a towel , water and a mask . First class is free , punch cards may be purchased from the instructor . The heart is a muscle . It can deteriorate with each passing minute you delay medical treatment . Don ’ t ignore your symptoms and don ’ t drive yourself to the hospital .
Firefighters often hear heart attack patients say , “ I wasn ’ t sure it was a heart attack ,” or “ I didn ’ t want to bother anyone .”
Remember , TVF & R crews are here for you . Our highly-trained firefighter paramedics can diagnose a heart attack and start treatment right away . Crews can also relay your EKG information to the hospital , enabling its staff to activate special heart teams and prepare for your arrival .
A heart attack can cause sudden cardiac arrest when the heart malfunctions and stops beating unexpectedly . Sudden cardiac arrest leads to death when the heart stops working properly . This can be reversed if CPR is performed and a defibrillator is used to shock the heart and restore a normal heart rhythm .
Studies show that CPR can double or triple a cardiac arrest patient ’ s chance of survival .
Your assistance in performing hands-only CPR until crews arrive can make a difference . Hands-only CPR has just two easy steps : Call 911 and push hard and fast in the center of the chest to the beat of the disco song “ Stayin ’ Alive .”
