CDABP Participant Submits Lowest L. A. Metro Project Bid, Saving Agency and Public Money
First profiled in our Spring 2025 LA Contractor Connection, Global Electric, led by CEO William D. Jackson, is a small local electrical contractor and L. A. Regional Contractor Development Program( CDABP) participant that has experienced an eightfold increase in capacity over the past 5 years.
In early 2025, Global Electric started work on a $ 6.5M L. A. Metro contract for the Bus Divisions and Facilities Fire Alarm Replacement Project. The second-place firm, who was not a CDABP participant, submitted a bid of $ 11M. Global Electric won the work by being the lowest-priced bidder, resulting in an important construction contract for them and in a cost savings of $ 4.5M to LA Metro and taxpayers.

Our historical program data shows a direct correlation between small local contractors, such as Global Electric, receiving the comprehensive support provided to them by the L. A. Regional CDABP and their expanded capacity, business efficiency, and ability to offer highly competitive bids – in this case, resulting in L. A. Metro and taxpayers saving millions of dollars on a single contract award.
This quantifiable example shows the success that can come from implementing the right policies, practices, and programs( what we refer to as the“ three Ps”)— all key elements which led to such a positive outcome for Global Electric, L. A. Metro, and taxpayers.
