L. A. Metro has been implementing these three practices in the following ways:
Policy: L. A. Metro has strong and robust small business contracting policies along with effective adherence and compliance in the region. The agency has continuously strengthened these policies and expanded contracting access for small businesses.
Practices: L. A. Metro has implemented one of the most effective strategies to engage small businesses: sheltered bidding exclusively for small firms. The agency’ s contracting practice identifies work opportunities that are well suited for smaller firms, including through unbundling projects, which creates a bidding environment conducive to local small contractor participation. This increases competition, as more small firms can then submit bids as prime contractors.
Programs: L. A. Metro has multiple small business initiatives and extensive outreach, while simultaneously recognizing the need for programs that help address common barriers to small business participation, for example, by providing access to bonding and working capital.
Through these multifaceted strategies, L. A. Metro proactively ensures that local small contractors have the necessary support to learn to navigate the complexities of public works construction, as well as opportunities to compete as primes on large-scale projects; this forward-thinking approach results in beneficial outcomes for all stakeholders – small contractors, L. A. Metro and taxpayers.
