THE ISSUES OF EDUCATION
This education system is being realized in high direction in West Kazakhstan region. Its main reason as many oil and gas processing companies located mainly in these areas, with the purpose to develop production sphere, it is planned to start a pilot project in 5 colleges in Aktobe city from 2013. All these 5 colleges have social partners. Ministry of Education and Science, National Company " Kazakhstan Temirszholy " and Aktobe College of Transport, Communication and New Technologies signed a three-sided agreement. As a result, it is considered to have a dual teaching system for learners under three specialists of this college(" Organization and management of railway transport ", " Management of automation and telemechanic in railway traffic ", " Usage of railway movable structures and technical service "). It means students together with study place, have experiment lessons in Oblast branch of the National Company " Kazakhstan Temir Zholy ". It is planned to have more experiment lessons that theoretical ones [ 8 ].
One of the peculiarities in a dual education system is that education institutions must find a social partner. In order the students have their experiment lessons they have to make an agreement with the organization which conforms to their professions. Most of the students who studied based on this system have possibility to get a job in this factory or organization.
With the purpose to enter the dual education system into education process our country is developing to have cooperation with world leading professional and technical education organizations. As a result of international cooperation exchange of experience of Kazakhstan teachers in Germany, Singapore and Canada started to be developed. Also, with the purpose to develop methods of a dual education system within the frame of " To support professional and technical education in Kazakhstan " 20 teachers of professional and technical institutions from different parts of our country went to Germany and improved their knowledge in this sphere [ 7 ]. One of the State which is successfully realizing a dual education system is Germany. That is why let ' s consider experience of this country. Quality of education in Germany is very high. According to dual education system if educational institution does not give education with quality, in this case its social partner will not make an agreement next year. Educational institutions are responsible in front of the organizations for the quality of education given to the future specialist. Specialists in the organizations have the right to come and ask and get full information about newly employed specialist. Because there is a relation set between the organization and educational institution. Managers of the organizations take a part in pedagogical meetings in determined periods of time. Besides, the specialists with higher education are not sent to higher education institutions and they study in referentura( Administration and general Services Department) 1,5 year. In referentura they are taught about how to work with pupils and methods of teaching.

Students are taught in groups. With the purpose to discuss new projects they often have meetings and conferences about general problems which have to be solved mutually with a participance of organization specialists. There are new equipment and machine-mechanisms of new technology installed in workshops of professional schools. Here also it helps to have a high demand for educational institutions and also helps to get successful result from education system.
Having worked systematically educational centers are equipped according to new innovative technological requirements. There is a concept " Unless material condition of professional educational institutions becomes better it is impossible to train specialists of high quality " [ 9 ]. We can note from world experience that strengthening the international relation with world leading educational centers show that improvement of our teachers ' knowledge in developed foreign countries is greatly useful for renovation of professional and technical educational sphere of our country. Conclusions: As a conclusion, we can see many effective sides of this education system taken from the world experience. Its main reason is there are less specialists who mastered a high technology in technical profession which rises economy, also it has a special place in solving a problem of unemployment in the society. Demand for formation of educated and qualified specialist puts first not change of education or not to transfer education but importance of mastering the methods of education. It means every person must follow( orient) his or her place in each society, chose educational place and subjects which are necessary for him or her. Due to this, form of teaching changes and it will be necessary to direct to organize those who get education. Successful work of young people closely connected with the below factors: firstly, today getting education is wide and there are a lot of possibilities for those who wishes to study individually; secondly, to find his or her way in the world of education and to tend to get self-education; thirdly, being person ' s interest and different motives; fourthly, making conditions for his or her constant development.
As N. A. Nazarbaev told: " I want devote my words especially to young people. A new political and economic direction, which I declared today aims to give a good education to you, i. e. aims to present more bright future. I believe in you- in a new generation of Kazakhstan. You must turn into moving force of New direction … Your free thoughts and deep knowledge- great power that brings to new targets which seem so far " [ 10 ], saying like this he trusts young people. Therefore, if to consider what is a general target in getting education nowadays: to become a person who masters a new technology, who is a real patriot of his or her country, who contributes to the country ' s development and to become a state that can clarify its place in the world and works honestly for his or her society.
