Analyses : At present time a lot of modernizations are being done . Model of 12 years secondary education , renovation of content of professional and technical education , electronic education , training of talented pupils to higher education institutions through special intellectual schools , new requirements to higher education institutions , rising of university education on a new level through training of magisters and PhD doctors магистрлар мен PhD became a beginning of several innovative projects and education method is being used widely . Therefore , innovative education must be given based on major projects which need further development of nowadays education and based on world experience . Its main purpose is selection of innovative projects in the Republic of Kazakhstan that conform to main direction of science and education of practical importance , development of scientific researches in the regions and usage of education and science achievements in order to develop the region socially and economically . Now in the period of globalization integration processes are under intensive development . Therefore nowadays society proved that the sphere of national education cannot develop individually without integration of the world education space . This globalization which is considered as a real key of a new century strongly entered the education sphere . Based on this integration of world economy , appearance of new informational technologies opened their wings [ 5 ]. Therefore , making of national innovative system in modernization of education sphere sets clarification of new scientific and professional directions and demand to realize a specialized system of training of specialists .
The President N . A . Nazarbaev clarifies importance of development of professional education in his strategy " Kazakhstan - 2050 " set a strict target in education sphere : " I charge to provide development of system of modern technical specialties and engineering education through giving certificates of international sample . First of all professional and technical and higher education must keep a direction in order to satisfy demand for specialists in national economy now and in future as much as it can . From many sides it solves a problem of providing people with labor . Higher educational institutions should not limit with education service . They must form and develop applicable and scientific and research divisions " [ 3 ]. Based on this it is forecasted that having considered nowadays level of scientific technical progress in making specialized system of specialists training , with the purpose to satisfy high international demands to the sphere of education , a new system - dual education method will be entered into the professional and technical education sphere in the regions of oil , in connection with this , involving of informational - communicative technologies , namely dual education system will increase demand for qualified and professional specialists .
Dual system of education is or if to give a definition for this word : In dual education system professional education is a main education system in order to make preparation in production life with the purpose to form theoretical and practical habits of learners [ 4 ]. A dual education system has been successfully carried out in major developed countries in the world , for example in Germany , Austria , Denmark , the Netherlands , Sweden , England and South Korea . It means to train a learner from many sides . Also , to solve a problem of unemployment in labor market , to form a labor force , which can get demand in the labor market having mastered a new technology by young learner . Therefore , a dual education system is one of the main systems that satisfy a problem of specialists training , necessary for production sphere . Also , a dual education system helps to have a close connection between education and action [ 5 ]. Due to this , effectiveness of this education system was deeply discussed and having researched experience of the Ministry of Science and Education and foreign countries ' experiences , it is decided to put it into technical and professional education system . Moreover , a dual system set a close connection with production , nowadays this system is being started to be used in our country . Each educational institution clarified the possible specialists on each sphere in which a dual education system can be used , during a wide usage of teachers and students in 2011 - 2012 between the employers and educational institutions 591 agreements were concluded in order to learners can have a practice and were have been realized . We can see from this process that there is an effective side through the dual education system in attracting of young specialists and in making conditions for them to be employed after the study process ends . The main undertaking in realization of the dualling reform : The President N . A . Nazarbaev wrote in his article " Social renovation of Kazakhstan . 20 steps to general Labor Society " the following words : " There is a great importance in dual professional education . We need modern applicable qualification centers which give possibility to overcome lack of mass specialists " [ 6 ] - saying these words he clarified a place of education system in technical sphere . Also , he charged colleges with exact task to enter the dual education system . In connection with this a new system has been started in professional and technical sphere of our country . Base of dual system is parallel teaching of future young specialist both at institution and in industry . Also , to rise employment level of graduates . A college graduate who graduate based on dual system of education does not leave without a job . Because as a result of connection of theory and practice , a student mastered not only education program but also became a ready specialist and conform with demands of employers , i . e . professional and technical specialists are ready and another peculiarity of the dual education system is increasing not only responsibility of educational institutions which train ( prepare ) necessary specialists for labor market but also responsibility of the organizations which employ them [ 7 ].
