Environmental Scan 2017: Human Capital Issues within the Medical Devices Sector
1.2 Project Objectives The objectives of the study are as follows:
1. Baseline study of the MedDev industry landscape, manufacturing ecosystem, supply chain and regional clusters in Malaysia( e. g. manufacturers, contract manufacturers, industrial associations, component suppliers, conformity assessment bodies, training providers, testing labs and service providers with relevant certification and accreditation). Examine the MedDev industry outlook in relation to regional and global perspectives.
2. Determine the profile of the current and future workforce and job mapping within MedDev industry: a) This should be undertaken through the design and implementation of a survey of the MedDev industry with the right selected peer group data. The development of the methodology and associated manual will be the basis in the future for the survey to be conducted periodically by the MedDev sector. In addition, the meta-data from the surveys are to be lodged in the LMIDW b) The survey should include information on jobs created, profile of new hires, career progression, grading structures, vacancy rates, hard-to-fill positions, staff turnover, demographic analysis, redundancies, future job creation, succession planning etc. Highlight problems in the hiring of relevant workers and hard-to-fill positions c) A list of the various types of occupations using MASCO 2013 in the different segments within the sector. d) The jobs most in demand should be highlighted for possible inclusion in the Critical Occupation List( COL). Such jobs are usually highly skilled or semi-skilled, sought after and of strategic importance to the sector e) Information to assess wages development and labour costs within the sector as well as segments by occupations, including starting salaries / wages for fresh hires. Information to estimate labour productivity in the MedDev sector f) General long term and short term incentive policies, allowances, benefits and perquisites practice. g) A review of the potential workforce challenges faced by the overall industry and any important sub-sectors
3. Understand the demand and supply of talent( skills, semi-skilled and low-skilled) in the MedDev sector: a) In line with the thrust 3 harnessing talent in the 11th Malaysian plan. b) In accordance with the National Occupational Skills Standard( NOSS) and MQA
