Environmental Scan 2017: Human Capital Issues within the Medical Devices Sector
This project mainly focused on undertaking an Environmental Scan (ES) to assess the
implications for skills development and workforce planning stemming from evolving business
factors that have an impact on firms in the sector. The ES was framed within a broader
environment that addresses the industry outlook and the human capital requirements together
with linkages to issues on occupational standards, skills development and workforce planning.
The ES was not expected to be a one-off exercise under the work plans of the ISC. Assessment
under the ES will be ongoing and based on evidence drawn from continues discussions and
periodical surveys with industry players. Key discussion topics include:
1) The industry outlook and trends
2) Issues on the human capital needs of the industry, occupational standards and the
qualifications cum skills repercussions
3) The responses of TVET and educational institutions to the critical occupation requirements
of industry.
The ES can serve as part of an “Early Warning System” to support emerging business trends;
address labour market issues arising from new labour laws and policies; and help to build a
responsive and agile skill worker training system to contribute to realization of the workforce
requirements necessary for supporting emerging specialized industries like the MedDev sector.
