Different departments, services and persons inside those departmens are charged with the tracking, development and furthering of human resources, recognising in them the potential for certain work places, projects, further development of the institution and its quality of services – all of which makes an institution more recognisable and competitive, and patient care better and safer. Do such services, departments and experts exist in medical institutions and do they recognise and use those human and specialist potentials or are we just going through the motions of filling the systematisation of work places? Do programmes and practices of development exist? Are programmes for career development formed according to the needs, specialist capabilities and education levels or is the reality very different? How is the number and quality of the nursing staff in an institution analysed, what tools are being used to do that and by whom? Is education encouraged and invested in? Can a nurse manage her career or is everything just a matter of luck, circumnstances, the favour of one's superiors. The aforementioned is a huge problem in the planning and realisation of timely, safe and good quality health care. Bad management of human resources causes nurses of all education levels to look for work abroad in the prime of their personal and professional life.
