A4. CONSTRUCTION ENVIRONMENTAL QUALITY MANAGEMENT PLAN IS CONDUCTED
CRITERIA FOR QUALIFICATION One points of credit are available for including a Construction Environmental Quality Management Plan in project specifications. This plan addresses the protection of the ventilation system components during construction and cleanup of contaminated components after construction is complete. This plan requires all of the following to be noted: For rehabilitation projects, the implementation of a dust control plan that prevents particulates from migrating into occupied areas; Source control: reduce building air quality contamination from specific construction processes Complete applications of wet and odorous materials such as paints, sealants and coatings before installation absorbent materials such as carpets, insulation, gypsum products, and fabric covered furnishings The Contractor shall enforce and ensure that the following Indoor Air Quality program is met and exceeds the minimum requirements set forth in Chapter 3 of the 1995 SMACNA publication, IAQ Guidelines for Occupied Buildings Under construction. The contractor shall provide copies of this plan to all subcontractors. All subcontractors shall provide training to their employees as to the requirements and methods of compliance of the IAQ Management Plan. There are 5 main areas of focus in this plan: HVAC Protection: The following measures will be taken to reduce building air quality contamination within the HVAC system components: ? ? Store HVAC equipment in a clean, dry location, and keep it covered with plastic (if stored outside) or inside in a location where it will not be exposed to moisture, dust, or other contaminants. Seal all HVAC inlets and outlets. Avoid use of the HVAC system in the areas under construction until drywall construction and installation is complete. Seal openings with plastic and tape that can be removed cleanly. These openings include outside air inlets, grills, diffusers, supply ducts, return ducts, and plenums. If the HVAC system will be used during construction, install temporary filtration media on all intakes. Filtration media shall have a MERV of at least MERV 13 during construction and the system should be run on fan only. The appropriate filter should be installed after construction. A minimum of a MERV 6 filter is recommended. Inspect filters regularly. When HVAC system is being used during construction and temporary filters are installed, inspect filters weekly and replace as needed. Use 100% outside air during and immediately following construction. Do not recirculate air during the construction process and thereafter to reduce contamination. Source Control: The following measures will be taken to reduce building air quality contamination from specific construction processes: Avoid the use of moisture damaged materials. Allow materials that have been slightly damaged to dry before installation. Building materials shall be kept dry to avoid the introduction of moisture into the building interior, particularly if skylights are installed and roof penetrations are made. Any high VOC materials shall be allowed to offgas in a dry, well-ventilated, temperate location. Provide matting or track-off grates at entryways into construction areas to prevent tracking of contaminants into finished and occupied spaces. Route material deliveries via the most direct and appropriate direction into the space. Prevent the ingress of rodents and pests.
