DISCIPLINE SUMMARIES Device to surreptitiously record: • a clinical encounter between himself and a female patient, without her knowledge or consent.  The patient was off camera during most of the encoun- ter, but the recording captures their discussion; and • two females in bedrooms in Dr. Hwang’s home, without their knowledge or consent. Both of them were, at times, in a state of nudity. In one of the recordings, a female was engaged in intimate sexual activity. ORDER The Discipline Committee ordered: the revocation of Dr. Hwang’s certificate of registration; a repri- mand, and the payment of costs to the College in the amount of $6,000. KOMA DIRYAWISH ISRAEL PRACTICE LOCATION: Hamilton AREA OF PRACTICE: Family Medicine HEARING INFORMATION: Statement of Uncontested Facts and Plea of No Contest; Joint Submission on Penalty On May 13, 2019, the Discipline Committee found that Dr. Israel committed an act of professional misconduct in that he engaged in acts or omissions relevant to the practice of medicine that would reasonably be regarded by members as disgraceful, dishonourable or unprofessional. During an appointment with Patient A, Dr. Is- rael told Patient A that a woman needs a man and that maybe her problem was that she did not have a husband or boyfriend. Dr. Israel also asked Patient A, in an inappropriate and unprofessional manner, whether she was attaining sexual satisfaction by mas- turbating. ORDER The Discipline Committee ordered: a one-month suspension on Dr. Israel’s certificate of registration; a reprimand; successful completion of an Ethics and Boundaries program; and payment to the College for hearing costs in the amount of $6,000. RAJIV KUMRA PRACTICE LOCATION: Toronto AREA OF PRACTICE: General Practice HEARING INFORMATION: Statement of Uncontested Facts; Plea of No Contest; Joint Submission on Penalty On June 17, 2019, the Discipline Committee found that Dr. Kumra committed an act of professional misconduct, in that he engaged in an act or omis- sion relevant to the practice of medicine that would reasonably be regarded by members as disgraceful, dishonourable or unprofessional, and that he failed to maintain the standard of practice of the profes- sion. Dr. Kumra pleaded no contest to the following: • he billed OHIP for services that he did not provide on numerous occasions; • he improperly accepted cash from patients in exchange for executing Special Diet Allowance (“SDA”) forms; • he executed SDA forms without sufficiently as- sessing the patient and satisfying himself that the patient had the specified condition upon which the SDA was based; • he failed to produce and maintain complete patient records; • he denied the College investigators access to his pa- tients’ electronic medical records, including enlist- ISSUE 3, 2019 DIALOGUE 59
