Undertaking with the College On April 26, 2019, Dr. Kumra signed an undertak- ing to resign from the College effective immediately and agreed not to apply or re-apply for registration as a physician to practise medicine in Ontario or any other jurisdiction in Canada. ORDER The Discipline Committee ordered: a reprimanded and payment to the College for hearing costs in the amount of $6,000. MILE SAVIC PRACTICE LOCATION: Belleville AREA OF PRACTICE: Family Medicine HEARING INFORMATION: Allegations Denied; Contested Hearing On December 18, 2018, the Discipline Committee found that Dr. Savic committed an act of profes- sional misconduct, in that he has contravened a term, condition or limitation on his certificate of registration; he has failed to maintain the standard of practice of the profession; and he has engaged in an act or omission relevant to the practice of medicine that, having regard to all the circumstances, would reasonably be regarded by members as disgraceful, dishonourable or unprofessional. The Committee found that Dr. Savic engaged in professional misconduct as follows: i.  Contravened a term, condition or limitation on 60 DIALOGUE ISSUE 3, 2019 his certificate of registration: The finding was based on evidence that Dr. Savic prescribed or authorized prescriptions for four drugs (pheno- barbital, clobazam, oxazepam and amphetamines and their derivatives), in breach of an undertak- ing he had given to the College in 2010 which prohibited him from doing so. ii. F  ailed to maintain the standard of practice of the profession: Based on opinion evidence from two experts called by the College and its review of patient charts and OHIP billing data, the panel found that Dr. Savic failed to maintain the stan- dard of practice in his prescribing to one patient, in his ordering of Holter monitor testing, EKGs and stress tests without appropriate indication or documented justification, in his record keeping and in his overall management of patients. iii. Engaged in disgraceful, dishonourable or un- professional conduct: The panel found that Dr. Savic ordered diagnostic testing without clini- cal indication or justification and that he billed OHIP for services relating to the unnecessary testing.
