Duties of the

Parliamentarian

The Parliamentarian ’ s main job — running elections at the NJCL Convention — is covered in the Constitution ( mainly Article V ). However , the Bylaws still include some additional duties and deadlines .

Nominations for NJCL Office

The Parliamentarian must , if necessary , amend the nomination forms for NJCL office and then publicize them by January 1 . The Parliamentarian is also in charge of receiving filled nomination forms .
By June 10 , the Parliamentarian has to send each pre-filed nominee a summary containing how many nominees there are for each office . If any nominees change office or drop out of the election , they must send out an updated summary by July 10 .

Amendments

The Parliamentarian , with the help of the Constitutional Advisor ( a member of the National Committee ), is in charge of revising the NJCL ’ s governing documents . This involves receiving — and if the opportunity arises , proposing — amendments to these documents .
Once the list of proposed constitutional amendments is set , it must be sent to the NJCL President and ACL President before March 15 and to all the State Chairs before May 1 .

How do I do it ?

Like the NJCL ’ s , your JCL parliamentarian should collect nomination forms , run elections , and revise governing documents . If these aren ’ t present in other articles , include them under the office ’ s duties .
If your JCL uses parliamentary procedure , such as Robert ’ s Rules of Order , your parliamentarian should have the final say on matters related to parliamentary procedure . ( In the NJCL , this duty is specified in the Executive Board Handbook and Election Guide .)
