ustainable urban mobility
plans (SUMP) are an EU
level initiative to tackle
congestion and improve
living conditions in EU cities.
SUMPs are unique strategic papers
in their participatory and cross-dis-
cipline approach, as they integrate
urban planning, transport, environ-
mental issues and involve multiple
stakeholders in the process.

According to program, 20 largest
cities and resorts in Lithuania had
to develop their own SUMPs.
CIVITTA won public tenders for the
development of SUMPs in the
largest cities of Lithuania: Kaunas
(execution in progress), Klaipeda
and Panevezys. Our consultants
used qualitative and quantitative
methods of public policy research
and proposed significant measures
to improve pedestrian & biking
infrastructure and policy, goals for
public transport and the first low
emission zones in Lithuania.
As a result of the study, proposed
SUMPs will receive more than 10
mil EUR EU funding for sustainable
urban mobility measures until
2020. Until 2030, 400 mil EUR will
be invested in public and transport
infrastructure. Completed SUMPs
gained significant recognition in
the country: Klaipeda SUMP has
been awarded by Ministry of
Transport and Communications for
ambitiousness and Panevezys
SUMP for the most successful
public communication and presen-
tation.
