An update on what ’ s coming down the pipeline
Just what is the noise abatement Procedure for the Aurora Airport ? According to the Oregon Department of
SWITZER Airports ( ODA ), there is a published procedure as a part of their noise abatement program .

Noise abatement procedures are designed to minimize exposure of residential areas to aircraft noise , while ensuring safety of flight operations .

There are communities surrounding UAO airport which are noise sensitive . We want to minimize the noise impacts on these communities . The procedures described herein are intended for noise abatement procedures and are subject to air traffic control and pilot discretion for reasons of safety .
■ Runway 35 North bound departures : Avoid straight-out departure ; turn left ( 270 ° HDG to NEWBERG2 ) or turn right ( 060 ° HDG to GLARA2 ). If straight-out departure is unavoidable then depart 340 ° HDG , direct Interstate 5 .
■ Runway 17 South bound departures : Avoid turns that will fly-over city of Aurora ; turn left or right three ( 3 ) mile from end of runway .
The airport also has a brochure outlining the procedure with illustrations and maps that they distribute in each of the FBO Pilot Lounges throughout the facility .
As explained by John Wilson of the ODA , when a complaint is received , they verify the activity with their data . This includes tower reports , logs and flight radar data . They also verify that there were not any mitigating circumstances , such as weather or ATC direction . They then reach out to the owner of the aircraft with a letter reminding them of the procedure . There is no penalty or punishment since the noise abatement procedure is strictly voluntary .
It is our goal as a community to continue to work with the ODA to keep noise abatement an important part of the overall operation of the airport .
Legislation that affects Charbonneau
Over 4,000 bills have been introduced in the Oregon Legislature for the current session . Several of those bills have a direct impact on us here in Charbonneau . With the help of our legislative consultant , the CCC Board has identified several bills that we will continue to monitor as the session gets into full swing .
Three bills that have an impact on the Newberg Pool of the Willamette River are of particular importance to us since we have over a mile of shoreline on the river . Limiting the size of watercraft to protect erosion is one that stands out . Currently , boats engaged in wakeboarding or wakesurfing need to display the “ towed water sports ” decal . The Newberg Pool is a 20 mile stretch of waterway from Newberg to Oregon City / West Linn . The proposed legislation would limit those boats to 4,000 pounds gross weight .
A bill requiring the State Department of Airports to submit a new Master Plan for the Aurora Airport has also been introduced . It would require the state to form an intergovernmental agreement with Marion and Clackamas counties , as well as the city of Aurora and the city of Wilsonville in the development of the plan . The city of Wilsonville at their Jan . 18 City Council meeting adopted a resolution in support of the bill .
Three bills that have a direct impact on our HOA were also introduced . These include the how we conduct our budget process , the spraying of pesticides and permission for property owners to build on vacant land . Some HOAs in the state have as few as 20 units , while others , such as Charbonneau , are over 1,600 units . Cedar Hills

Charbonneau Directory Changes
Spring is almost here and it is time for the CCC office staff to begin updating the Charbonneau Resident ’ s Directory . This booklet is not just a resident directory . It also contains helpful information about Charbonneau businesses , homeowner associations , architectural control policies and much more .
For those who are already listed , please check to make sure the information in the orange-colored 2020 directory is current . The directory information includes resident phone numbers and it is possible that this information may have changed . For instance , if you have cancelled your landline and are now exclusively using your cell phone , please contact us so we can remove the landline from the directory . The phone company will reassign those cancelled phone numbers to new clients and those new clients will be receiving your phone calls . This can be very frustrating for all concerned . The deadline for making changes is May 19 , which is the date of the CCC annual meeting .

The directory will be printed and delivered by the post office exclusively to Charbonneau addresses sometime in June .
