has over 2,100 homes in their HOA . The challenge with the “ one size fits all ” approach is making sure the laws work for all of the different characteristics of the HOA . We are currently governed by the provisions in the Planned Communities Act , which is a part of ORS 94 . Those provisions insure that our bylaws and our CC & Rs are compliant with state law . This is an ongoing process and as we have mentioned , the CCC Board is in the process of updating those documents since they are over 40 years old .
It is early in the process . To use a baseball metaphor , it is the top of the first inning . The bills will start in committee and possibly have a hearing . They will include amendments and bargaining as each side looks to influence the bill . If the bills pass committee , they will be sent to the floor for a vote . If passed , then on to the other chamber . What the bill looks like coming out of a committee will most likely be very different than the one originally introduced . The CCC Board , along with the Civic Affairs Committee , will be closely watching the process . One positive piece of legislation is Senate Bill 329 . Although electronic meetings are allowed under the original directive from the governor ’ s office last year , this bill if passed , would codify their use .
Street safety
Our EPPS Committee has asked for another gentle reminder about walking on French Prairie . There have been several close calls and as the weather gets warmer , more people are expected to be out walking . If you are not using the pathway , please walk so you are opposing traffic . Stay on the curbside , not the median . Assume that the driver of the car coming cannot see you . Wear bright or reflective clothing . If walking your dog , keep a tight leash and keep the pet next to the curb .
We are continuing our efforts to get the city to improve the signage and visibility of the cross walks . We will keep you informed of our progress . Keeping your speed down to the 25 mph limit is also appreciated by our community .

Hi all ! I ’ m pretty sure I am writing this for the March edition of the Villager . However , one month seems like another to
VEDDER me and I admit I
get lost in the translation sometimes .
The good news is that I can see my miniature daffodils about to bloom ! The hyacinth are popping up , as are my Spanish bluebells , so that suggests spring . For those of you who walk , you ’ ll begin to see some color along your paths .
Sunshine Service is still working well , despite COVID-19 . If you have equipment to return , please do so . Call me , or one of our other volunteers in your directory and we will gladly help you . We get some nice donations too and we ’ re always grateful for that . It allows us to be well supplied in any section of need — bed , bathroom , ambulatory , whatever .
An aside here : If you have a minute , can you send Rick Schram a message ( text or actual card ) telling him how special he is ? It ’ s been almost one full year that he has gone the extra mile for Sunshine Services and believe me , we couldn ’ t have done it without him . He is in the directory with office staff or you could mail a thank you card to the CCC . He ’ s the unspoken hero of the service !
Maybe by the time this is printed , many of you will have received your vaccination . I am holding out until the health department wakes up and puts it into local places like your friendly pharmacy , community center , etc . That makes more sense than trying to go to something like the Oregon Convention Center with zillions of other folks ! Oh well , patience is a virtue .
