CCC Board shares new Activity Center design features

Design will be safe , environmentally friendly

Plans continue to be developed for Charbonneau ’ s new Activity Center . Construction is due to begin in early spring 2021 . The building is designed to be visually appealing while incorporating a modern approach to the existing overall design features of the Village Center . Sub-committees of the Village Center Development Task Force are busy with interior and exterior plans , landscaping , building use , and safety and security elements . A number of items have been designed with specific safety and ecologicallyfriendly features .
Seismic performance
The Activity Center is designed for an occupancy of greater than 300 people . Therefore , the structure is automatically designed as a Level III risk category , a classification based on the risk to human life , health and welfare associated with building damage or failure , as defined by the American Society of Civil Engineers . Design elements at Level III include :
� Bracing , anchorage and seismic joint coordination to accommodate the occupancy level
� Minimum design loads for snow , ice , wind and seismic conditions
� Maximum allowable story drift criteria and lateral force resisting system limitations
While this all may sound complicated , Charbonneau residents can be assured that the new building is designed for high tolerance against the threat of a variety of severe weather , flood or seismic events .
Solar power
The building is designed to be solar ready . This means the base design will include a dedicated conduit to the roof for future wiring , dedicated panel space for future installation of infrastructure

and the roof engineering will be predesigned to accommodate additional loading for future panel installations . Working closely with R & H Construction , the general contractor , the design team will incorporate pricing for a photovoltaic system in the design development phase . A return on investment evaluation will be conducted , and the CCC Board will determine if a solar system will be installed during the construction phase , or planned as a future addition .
Emergency preparedness
The building design team is developing a plan for electrical capacity in an emergency , using a portable generator for power . They are also looking into the possibility of solar panels assisting with providing emergency power . This can allow solar power to feed into the entire power system , regardless if connected to utility or generator . Special wiring conduits will be installed to accommodate three roof antennae in order to establish a radio command center to be used in an emergency .
Ecologically-friendly design
The Activity Center is being designed with multiple sustainable , ecologically-friendly features including :
� LED exterior and interior lighting
� High performance windows
� Continuous exterior wall insulation
� Interior finishes that have no or low VOC ( volatile organic compounds ) off-gassing , including paint , flooring , wall coverings , etc .
� High SRI ( Solar Reflectance Index ) roofing that will reflect potential building heat gain
� Air barrier envelope detailing that

will reduce air infiltration and increase thermal efficiency
� Highly efficient HVAC ( heating , ventilation and air conditioning )
The HVAC system will :
� Allow energy transfer between spaces to minimize plant energy consumption
� Increase user control for optimized comfort and individual controllability
� Dedicate Outdoor Air System ( DOAS ) to efficiently supply ventilation in the amounts needed for energy savings
Landscape sustainable features include :
� Over 75 % of the planting areas have been designed with native and / or adaptive vegetation , requiring less irrigation and fertilizer , once established
� Turf areas have been limited to under 25 % of vegetated area
� Use of a smart irrigation controller with wi-fi connection and weatherbased watering system . The controller has the ability to receive weather forecasts from local weather stations and will automatically adjust water scheduling to conserve water
� All planting areas will be irrigated with high-efficiency sprinklers or drip irrigation with precipitation rates of approximately 0.4 inches / hour , leading to more water infiltration and less runoff
