national office. During a State of Emergency, the Nominations Committee may, by a majority vote, allow nominations from the floor for a candidate from the State whose member held the office the previous year, provided no other candidates from that State have already been nominated. In the event of a State of Emergency where there is a pre-filed nominee, that nominee shall be one of the final candidates

Section 1. Campaigning. Campaigning for national office shall not be allowed prior to the close of the Nominations Committee meeting. An exception shall be made for those States which require a potential candidate for NJCL office to be nominated by their State; Candidates may campaign among their own State as outlined in their State’s guidelines but may not campaign to members of any other State until after the Nominations Committee meeting.

Section 2. Campaigning Requirements. 

A. Nominees shall make a speech not exceeding two (2) minutes in length to those present at the Nominations Committee meeting.

B. Each candidate shall make a speech not exceeding three (3) minutes in length to those present at a meeting of the General Assembly determined by the Parliamentarian. 

C. Each candidate shall attend a meeting called “Meet the Candidates” at a place, date, and time determined by the Parliamentarian, time for such a meeting permitting.

D. Each candidate shall answer questions at a meeting called “Candidates’ Open Forum” at a place, date, and time determined by the Parliamentarian.

Section 3. Campaign Materials. Physical campaign materials may be displayed in designated areas as allowed by the host institution; the Parliamentarian will communicate such regulations to the candidates prior to the NJCL Convention. Materials deemed inappropriate by the Board of Directors shall be removed. All physical materials shall be removed from campus grounds following the election.

Section 4. Campaign Expenses. The Board of Directors shall set the limit on campaign expenses. The Parliamentarian shall collect receipts from campaign materials from each nominee at the Nominations Committee meeting. Failure to abide by the expense limit may eliminate a nominee from the race.
