Debbie has contributed many hours to ensure the overall success of 75 and 742 squadrons. Her commitment to the squadrons, over many years, has ultimately led to many youths being able to benefit from the Air Cadet program. Debbie's positive attitude, organizational ability and willingness to dedicate countless hours to the squadron's overall success are what truly make her standout amongst her peers.

Raquel Lincoln (MB PC)

Raquel Lincoln has been the driving force behind many outstanding initiatives within the Manitoba Provincial Committee, always striving to make any event or project the best it can be for the welfare of Cadets. Her dedication to the program and her tireless efforts in promoting cadets in Manitoba are without equal. She has consistently proven herself to be a progressive and influential voice as the Vice-Chair of the Effective Speaking Committee, and as the Vice-Chair MPC. She is fully-deserving of this award.

David K. Miller (ON PC)

This Certificate of Merit is presented to David Miller in appreciation and admiration for his exemplary and dedicated leadership at 700 David Homell VC Squadron. He is currently completing his eight year as chair of a stable and productive Sponsoring Committee, which supports a Squadron of never less than 200 Cadets. David is truly ubiquitous, in terms of his participation on parade nights, weekend training and community activities, and League provincial and regional meetings. He leads a model Sponsoring Committee and is a wonderful ambassador for the Program, both with community opinion makers, and the families that reflect 700's exceptional ethnic and socio-economic diversity.

Under challenging circumstances, Penny Peckham came to the aid of the Newfoundland and Labrador Provincial Committee when she agreed to assume the position of Vice Chair Central Region. While this presented some initial difficulties, she quickly adapted to her responsibilities, and she has proven herself to be a truly valuable asset to the NLPC.
