THE POSITION
The Director of Human Resources and Civil Service is responsible for planning , organizing , staffing and directing the activities of the City ’ s HR department , ensuring successful attainment of organizational goals and objectives . The role executes programs , activities and operational excellence and provides expertise , oversight and coordination of assigned activities with other City departments and outside agencies .
Essential Job Functions
1 . Assumes management responsibility for all department services and activities and provides leadership and direction for staff , including supervision , training and development and evaluation .
2 . Oversees programs in the areas of HR Operations , including employee relations , labor relations , organizational development , recruitment , compensation and benefits , risk management , civil service , employee recognition and health and wellness initiatives .
3 . Monitors and evaluates the efficiency and effectiveness of Human Resources service delivery methods and procedures ; assesses and monitors workload , administrative and support systems , and internal reporting relationships ; identifies opportunities for improvement and directs the implementation of changes .
4 . Explains and justifies department programs , policies , and activities ; and negotiates and resolves sensitive , significant issues .
5 . Plans , directs , and coordinates the department work plan ; meets with management staff to provide resolutions ; assigns projects and programmatic areas of responsibility ; and reviews and evaluates work methods and procedures .
6 . Provides final review of special reports and studies prepared by staff and make final recommendations regarding the installation and improvement of personnel management practices in accordance with accepted personnel management principles .
7 . Plans long and short-term goals and objectives and provides overall guidance and direction to staff to ensure achievement of same .
8 . Prepares departmental budget and authorizes all expenditures .
9 . Develops and administrates the City ’ s compensation and benefit plan , which includes reviewing and approving salary adjustments and improvements to the City ’ s benefit plan .
10 . Manages the development and implementation of department goals , objectives , policies , and priorities for each assigned service area ; establishes , within City policy , appropriate service and staffing levels ; and allocates resources accordingly .
11 . Oversees the development and administration of the City ’ s employee retirement systems , serve as chairperson to the Retirement Committee and develops and recommends improvements to retirement plans in coordination with consultants .
12 . Directs the development and administration of financial planning systems such as deferred compensation programs and flexible benefit plans to assist employees in reducing tax liabilities .
13 . Directs the development and administration of loss control and employee safety program to limit City liability and reduce employee injury by consulting with the City ’ s risk management consultant to evaluate programs and approve compromise settlement agreements and lump sum awards relative to worker ’ s compensation liabilities .
14 . Responds to and resolves sensitive inquiries and complaints from both internal and external sources .
15 . Develops and administers employee training and development .
16 . Able to advise management at all levels on matters affecting employee morale , retention efforts , total rewards and motivation .
17 . Consults with management on employee grievances ; serve as hearing officer in disciplinary actions , discuss and provide advice on personnel problems and interpret policies and procedures on personnel-related issues .
18 . Communicates with elected officials and the City Manager ’ s Office regarding personnel matters , making recommendations for solutions and alternative courses of action .
19 . Performs final review of personnel policy and procedure revisions and interpret for personnel in other departments .
