City Vision
A pre-eminent city providing an exemplary, safe environment in which to live,
learn, work and play.

Horizon Issues and Priorities
In 2012, city leaders embarked upon a strategic foresight process to identify
important emerging issues and trends the city will need to address in the future
but are “just beyond the horizon.” The issues identified included societal trends,
industry trends, political factors, economic climate, technology factors, citizen
expectations, and uncertainties. In an effort to address the issues identified,
potential actions were then pinpointed that the city should consider in the
future. As applicable, these actions have been incorporated into the updated
Comprehensive Plan.
