ACHIEVEMENTS OF THE YEAR
Building on the foundations established during the previous reporting period, 2025 has been a year of progress and delivery for CIRO. Across the Institution, we have strengthened our capabilities, expanded our professional development offer, increased our engagement with members and industry partners, and continued to raise our profile as the leading professional body for railway operations.
A significant milestone during the year was the strengthening of CIRO’ s leadership team. Following Phil Sherratt’ s appointment as Chief Executive Officer in October 2024, CIRO entered a new phase of leadership and development, with a clear focus on raising its profile and delivering its ambition to become the leading professional body for railway operations. This was further strengthened in January 2025 with the appointment of Adam Fenton as Chief Operating Officer, a newly created role responsible for overseeing our learning and development portfolio and supporting the continued growth of the organisation. This new leadership structure was complemented by the external launch of CIRO’ s refreshed Mission and Values, providing greater clarity around our purpose and ambitions for the future.
Our learning offer continued to evolve in response to industry needs. The successful launch of the new Masters programme with Keele University marked an important step in expanding our academic provision, while preparations for the pilot delivery of the Integrated Railway Operations Leadership Scheme( IROLS) and the successful pilot of the Traincrew Management Development Programme demonstrated our commitment to developing the next generation of operational leaders. We also launched our Delivering Operational Performance learning resources, providing a new suite of cross-industry educational materials that have already received national recognition.
