CHAIR’ S STATEMENT

It is a privilege to write my first Annual Report statement as Chair of CIRO during a year of such significance for the Institution. As we celebrated our 25th anniversary, we had the opportunity not only to reflect on how far CIRO has come, but also to consider the important role it will continue to play in supporting railway operations in an industry that is constantly evolving.
The past year has demonstrated that CIRO is well placed to meet that challenge. Building on the foundations established in recent years, we have continued to strengthen the Institution, remaining focused on delivering greater value for our members, learners, employers and the wider rail industry. Under the leadership of our Chief Executive Officer, Phil Sherratt, supported by the appointment of Adam Fenton as Chief Operating Officer, we have continued to build an organisation that is ambitious, responsive and firmly focused on the future. CIRO’ s decision to take on organisation of the George Bradshaw Address from 2026 emphasises that ambition to place CIRO at the heart of the future of the rail industry.
As Chair, I have been particularly encouraged by the way CIRO continues to bring people together. Whether through professional development, collaboration with industry partners, regional engagement or our growing learning offer, we are creating opportunities for railway professionals to develop, share expertise and support one another throughout their careers. At the same time, we have continued to strengthen our relationships across the rail industry, reinforcing CIRO’ s role as a trusted professional body that supports individuals, organisations and the wider profession. None of this would be possible without the commitment of our members, volunteers, Board, staff and partners. Their expertise, enthusiasm and willingness to contribute their time continue to be the driving force behind everything CIRO achieves. I would also like to pay tribute to my predecessor, Jim Meade, whose leadership has helped position the Institution for continued success.
Mark Hopwood | CBE FCIRO CIRO Chair
While there is much to celebrate, our focus remains firmly on the future. The creation of Great British Railways marks the beginning of a new chapter for the railway industry and represents the most significant structural change since CIRO was founded. As the industry evolves, CIRO has an important role to play in supporting the people who keep the railway moving. I am confident that, by continuing to invest in professional development, strengthen collaboration and uphold the highest professional standards, we will build on the momentum of this year and continue to deliver lasting value for our members, our partners and the wider rail industry.
