Motions Motions passed at Area AGMs to be discussed at 58th NAGM in Chennai MOTION NO 12 DEFER REORGANISATION OF AREA 5 - PUNJAB REGION Plus target to is to make 3 tables in Punjab Target cities Karnal, Jalandhar, Amritsar, Patiala) 3rd Area: Bhopal, Indore, Jabalpur, Agra-9 Tables Plus target to is to make 2 tables in Central India (Target cities Gwalior, Rewa, Bhopal, Ujjain) It is further stated that in the event that 2 new tables listed are formed stand alone in Punjab & 2 new tables as listed are formed stand alone in Central India; Gurgaon, Faridabad & Agra tables can remain to be the in the first Area along with Delhi. In this case, a revised motion for reorganisation along with fresh tables will be tabled at the next years Area AGM. Reason 1: As per the Rules of RTI Handbook (Page 84), Section D - Area Reorganisation Rules, Point no: III, “No new Area shall be formed unless it has a minimum membership of 9 Tables and has a minimum membership of 135 active Tablers.” Currently membership of proposed 2ndArea has less than 135 active tablers as on 1 st July 2019. So passing a motion is against the constitution of RTI. Reason 2: Reorganisation is beneficial for the movement and both concerned areas, there is no doubt about that. However, this movement is run by passion, without passion this movement has no meaning. And right now as Area 5 and 17 struggle to cope emotionally from the re-organisation, doing it again will risk a low-spirited atmosphere in Area 5. Reason 3: Current situation of the proposed 2nd area is risky as many tables have strength below 10as on 1 st July 2019 and a reorganisation at this stage is not ideal. So the proposal is to strengthen the internal strength of the tables and do further external extension with Target Cities for opening new tabling centres in the 2nd area are Amritsar, Jalandhar, Patiala, Ambala and Jammu& Shimla. Hence, the extension of 2 years for re- organization is asked for. 123
