Officials Education and Development
Course Delivery
To meet the ongoing requirement by clubs and the sport in general for a continuing supply of qualified Referees and
Table Officials, the Officials Commission, in liaison with the Clubs and Regional Development Officers, delivered
Referee and Table Officiating courses across the country.
A total of 13 courses were delivered aimed at Getting Started and L evel 1 areas of refereeing and there was a
substantial increase in the Getting Started attendees. Work in 2013-14 will be aimed at targeting these officials to
attend the level 1 course to build on the basics received in the initial course.
The Table Officiating courses are provided to meet demands from clubs and numbers are, therefore, dictated by individual club requirements, up to Level 2 This season a Level 3 upgrade programme was established and 12 candidates successfully completed the programme, which saw them take part in written and practical assessments.

Mentoring Programme
This programme is designed to provide development of Level 2 and 3 referees as mentors who in future would gain
the necessary skills to be part of the full assessors programme, as well as supporting newly qualified Level 1 referees,
as they develop their skills in rules knowledge and game management.
Level 1 referees were used to support the Regional Development framework in provision of referees for festivals and
under age leagues, as well as the National League second division matches. The country was divided into regional
areas and eight Level 2/3 officials were mentors, who were supported by senior officials and 19 Level 1 referees took
part in the programme.
