Seminars
Two seminars were delivered in the year, pre-season at Stirling, mid-season at Loch Leven, to update Officials, Commissioners and Assessors on learning points gained from the assessment programme during the season, as well as
updates from FIBA on rule changes and refereeing techniques. The seminars also included fitness and rules tests
used in the selection process for National League and Cup competitions. The two active FIBA grade officials, Chris
Dodds and Graham Shaw, met the required standards set by FIBA and the results passed to FIBA at the end of each
seminar. The pre-season seminar also involved joint workshops with some of the coaching group members.
FIBA
Andrew Smith was nominated and attended the FIBA Candidates Clinic in
Turkey in the spring and successfully passed the written, physical and
assessment programme, becoming our 23rd FIBA OFFICIAL. One Official, as
part of our development planning, attended the FIBA Europe Under 15 Camp
for women officials and young players.

Some financial support was given to both referees but the majority of the cost was met by the individuals.
One Senior Official attended the annual FIBA Instructors Clinic, where the latest view on officiating standards and
teaching methods and materials was provided.
International Appointments
All our active referees and commissioners received nominations to the various European Club competitions
throughout the season.
In the summer our three Commissioners, Robert Bald, Eddie McKinley and Americo Rodriguez, were appointed to
the following tournaments: Under 20 Men A Division, in Estonia; Under 16 Women A Division in Bulgaria and Under
16 Women B Division, in Portugal, respectively. Robert was appointed the Commissioner Crew Chief for the Estonian
event.
Graham Shaw was appointed to the Under 16 Division C Men, in Gibraltar and Andrew Smith was appointed to the
Under 18 Men B Division in Macedonia.
Chris Dodds was appointed to the Under 16 Women C Division in Gibraltar, Under 18 Women B Division in Hungary
and as the accompanying referee for Great Britain at the EURO BASKET MEN finals in Slovenia.
Appointments
The Officials Commission provided support to basketballscotland Competitions, with the provision of an
Appointments Officer to oversee referee and table official nominations for National League, Cup and, where
appropriate, National Team games, in the past year.
Douglas Bader Scholarship
The Officials Commission have established a small scholarship fund in memory of Dougie Bader, to support our
developing officials in gaining experience of officiating abroad.
Officials are encouraged to make application to the Commission for support and last season seven officials received
support to attend the two tournaments in Sweden. All successful officials, as part of the process, have to provide a
report on their experience which is then published within the Officials section of the basketballscotland website.
Three Officials used the scholarship to attend the prestigious Scania Cup in Sodertalje, Sweden. The FIBA Europe
supported tournament involves a three Person Referee Clinic where Europe’s finest active International Referees
and Referee Instructors are working with over 100 enthusiastic officials from all over Europe. The continuously
developing Scania Cup provides a fantastic opportunity to improve individuals’ 3 Person mechanics, team work and
communication skills.
Four Officials travelled to Sweden to officiate at the Goteburg Festival. The prestigious youth tournament has over
250 teams participating from age U12 to U20. Officiating at an international basketball festival provides an
unforgettable experience to our referees, certainly not just on a professional level.
