particular skill, such as banking, fundraising, public relations, and business. The Board now also
contains student members.
The Board of Trustees is structured in compliance with the School Reform Act; there are
an odd number of Board members and the majority of members are DC residents. Including
parents on the board does not necessarily apply to the adult education context as parents are the
student population the school serves. The board meets at least two times per year in addition to
committee meetings as necessary.
Requirements for Public Charter School Board Actions: The Carlos Rosario Charter has
consistently demonstrated outstanding performance and has never required any remedial action
from the Public Charter School Board.
Annual Reporting: The Board of Trustees has always and will continue to submit Annual
Reports in a timely fashion. School Performance Reports published by the Public Charter School
Board have indicated that the Carlos Rosario Charter’s Annual Reports describe the school’s
performance directly in relation to its academic, non-academic, and organizational objectives.
Quantitative evidence of the school’s performance, such as promotion rates and test scores, have
been aligned with the school’s accountability plan and have been corroborated during the Public
Charter School Board’s Annual Compliance Review.
Adequate Resources: The
Board and School’s
Administration have arranged
the necessary and quality
resources to make certain that
the school expands upon its
academic and organizational
successes, specifically through
textbooks, realia, and teacher
resources. This also includes

as it aims to gain ownership of the building, and is currently investigating different ways that this
may be accomplished. Administration is still monitoring and managing the final work on the
facility, which is expected to be completed during school year 2006-2007.
