Strengthening the Nonprofit Sector

A strong nonprofit sector addresses critical service gaps for vulnerable populations. Organizations like Home of the Innocents provide essential resources, policy advocacy, and community resilience.
In 2025, rapid changes to federal policy, executive orders, and tax law have underscored the importance of a stable, nonpartisan, and well-funded nonprofit sector. Legislative support can further strengthen the sector by enhancing its workforce, ensuring nonprofits continue their impactful work and contribute to a healthier, more inclusive society. To promote a strong nonprofit sector and ensure the longevity of our agency, Home of the Innocents will:
Champion policies that protect continuity of care during federal funding disruptions.
83 % Government Grants & Contracts
Advocate for the creation of state-level bridge funding or emergency reimbursement to protect child welfare agencies. Encourage the Department of Community Based Services to proactively assess risk and maintain continuity for prevention services that rely on federal funding.
In fiscal year 2023, 83 % of the Home’ s funding came from government grants and contracts, while the remaining 17 % was generated by fundraising and other contributions.
Stand with the majority of nonprofit organizations in supporting efforts to protect the Johnson Amendment.
Defend the Johnson Amendment( which protects the impartiality and trustworthiness of the nonprofit sector) amid renewed legal challenges, including lawsuits and proposed legislation such as H. R. 2501 and S. 1205.

Since 1954, the Johnson Amendment has codified the nonpartisan status of 501( c) 3 organizations. Its repeal could politicize nonprofit services and obscure campaign finance rules.
