Introduction:
Trust and Respect
Human Resources has continued to meet with Walnut Valley Educators’ Association (WVEA)
and California School Employees’ Association (CSEA) for interest meetings that occur on a
regularly scheduled basis. These interest meetings allow for collaborative approaches to
resolving issues in an effective manner. Principals have individually joined Human Resources
staff and the WVEA president for lunch to meet on a less formal basis and develop stronger
relationships.
As new principals have transitioned into their school and established teams, Human Resources
has worked to fill vacant positions and develop a strong relationship between the new
leadership teams and the associations.
Administrators in the Educational Services and Business Services Divisions met with Human
Resources and CSEA at least one time per month. School site administrators are encouraged
by their District evaluators to meet with site association representatives to hear concerns and
collaborate to resolve issues at the site level. In addition to interest meetings, gatherings
outside of work hours have resulted in better communication through greater familiarity with
Executive Board members from each association.
The WVEA and the District negotiations teams met twice with elementary and secondary
school principals to discuss member interests in the processes used for determining student
placement and balancing of classes/sections. Principals discussed the processes used to
determine scheduling and student placement, as well as their openness to involve more
stakeholders in the process in order to demonstrate transparency and fair balancing of classes.
A clear sign of trust and respect between the community and the District has been
demonstrated through the passing of Measure WV ($153 million to be used for facilities.) This
enormous effort has resulted in closer ties with the community, schools, and the District.
The Local Control and Accountability Plan (LCAP) development process has involved the input
of 4,000 stakeholders across the District. This plan has provided clear direction for important
next steps in the District.
The District continues to provide professional development on topics, which are determined
through collaboration and gathering input from stakeholders. Education and training for all staff
occurs throughout the year and is Districtwide at Mini-University each February. WVEA has
been consulted during several negotiation sessions on the effective use of one-time funds
obtained through the Educator Effectiveness Grant.
Through follow-up collaborative planning sessions, the paid professional development
opportunities have provided for relevant conferences for its attendees and have allowed
additional time for teachers to share strategies with one another. A well-known speaker, Dr.
Luis Cruz, focused on collaboration to provide best first instruction and to determine necessary
interventions for all learners.
