disadvantaged groups to energy-efficiency programmes.
d. Agriculture and forestry
• Rechannel Community and national agricultural subsidies to agricultural holdings
managed in an ecological and climate-friendly way and seeking to increase the
humus content of their arable soil.
• Launch political measures at international level to counteract the clearing of pri-
meval forests and draining of wetlands for agricultural use, with the emphasis on
a relevant reorientation of the Community foreign policy.
• Impose import duties on animal feeding stuffs that are unsustainably produced or
grown on cleared rain forest land.
• Introduce a climate levy on mineral nitrogen fertilisers.
• Fund EU-wide publicity for a change to low-meat diets.
