• Discontinue all subsidies to and promotion of fossil energy production and the construction of new thermal power stations, in order not to impede the develop- ment of climate-friendly forms of energy. • Large-scale funding of energy generation from sun, wind, water and biomass, on condition that general sustainability criteria are complied with. • Introduce minimum-efficiency standards for energy-consuming cross-application industrial technologies, such as drive trains, compressors or lighting installations. • Introduce and harmonise consumption-based energy taxes as an incentive to en- ergy saving without excessively burdening socially weaker groups. b. Transport • Speedily impose a moratorium on the EU objective of reaching 10% biofuel blend- ing by 2020. In light of recent studies and the current, worldwide food crisis biofu- els are not a suitable means for climate protection, since the ratio between achievable net emissions and incidental ecological costs is unacceptable. • Tax vehicle tail-end emissions under a merit rating system with a view to achiev- ing a limit value of 120g CO 2 /km by 2012 and of 80g CO 2 by 2020. • Amend the Eurovignette Directive with a view to introducing an emission-based tax on goods transport and to specifying upper limits for transit regions. • Introduce an RFI (Radiative Forcing Index) factor based on state-of-the-art re- search findings as a criterion for the intended inclusion of the aviation industry into the EU Emission Trading System, as of 2012. • Cut public funding of motorway construction and discontinue public subsidies to the upgrading of airports. • Subsidise the upgrading of the Europe-wide rail network and of high-speed rail operation and harmonise operational and fare systems of border-crossing rail transport. • Promote traffic-calming regional planning and increased use of information and communication technologies in networking and harmonising the fare systems of public transport. • Expand the funding programmes for research on and development of energy- efficient transport technologies. c. Construction industry • Modify the EU Directive on the Energy Performance of Buildings to ensure Eu- rope-wide application of the passive-house standard to new buildings as well as strict energy efficiency standards when overhauling building stock. • Extensive funding programmes for overhauling building stock in the member countries. • Monitor the implementation of the EU Directive on the Energy Performance of Buildings in the member countries. 7
