Jennifer Smith , executive director of Berkeley County Development Authority ( BCDA ), has dedicated her career to fostering economic growth and community development in Berkeley County , WV . Graduating from Shepherd University in 2007 , Smith embarked on a journey that would see her become a pivotal figure in her community ’ s economic landscape .
In her role at the BCDA , Smith is tasked with attracting businesses to Berkeley County , a mission she finds deeply rewarding .
“ The goal is to stimulate economic growth , create jobs , enhance the tax base and improve the overall quality of life ,” she says .
Her work involves not only attracting new businesses but also supporting local entrepreneurs and small businesses through initiatives like the Build-Up Berkeley Pitch Competition . This program aims to provide entrepreneurs with the necessary capital to elevate their enterprises .
“ Small businesses play a critical role in the economic development of West Virginia ,” Smith says . “ They contribute to job creation , community development and economic diversification .”
Smith attributes much of her success to her adaptability and innovative problem-solving skills .
“ I can adapt to new situations , learn quickly and find innovative solutions to assist where needed ,” she notes .
Her ability to foster collaboration and build strong professional networks has also been instrumental in her achievements . One of Smith ’ s notable accomplishments is the creation of the tax increment financing districts , which finance essential infrastructure projects .
“ These improvements can attract businesses and residents to the area , further stimulating economic growth ,” she says .
Smith ’ s journey is driven by a robust work ethic , a trait she inherited from her hardworking parents . Though she didn ’ t have a specific mentor guiding her career path , her parents ’ dedication profoundly influenced her professional values . This work ethic is complemented by her love for West Virginia , which she cherishes for its natural beauty and recreational opportunities .
“ I love all the activities it offers , such as hiking and skiing . It is also a short drive to Washington , D . C ., Baltimore and Virginia — perfect for a day trip ,” she says .
In addition to her professional endeavors , Smith is involved in community service . She holds leadership positions in various organizations , including the Martinsburg-Berkeley County Parks and Recreation , the Farmland Protection Board and the West Virginia Economic Development Council . Her commitment to education was recognized in 2022 when she was named Champion for Education by Berkeley County Schools .
